Before submitting the field application form Delhi, Water and Sewer (Tariff and Metering) regulation’s 2012 may be referred to avoid any inconvenience. These regulations are available to DJB website. Complete application form can be submitted to concern ZRO office, for which receipt should be taken.

2. Documents required for a new sewer connection under various categories.

TYPE OF COLONY DOCUMENTS REQUIRED
(A) Approved Colonies Proof of occupancy: Attested copy of ration card/Election card/any other valid document Attested copy of sanctioned plan of building Attested copy of Sale Deed/ Lease Deed/ Allotment Letter / Power of Attorney ------

Sewer Connection to Group Housing Societies/ Group Housing Pockets/ Commercial Centers/ Hotels/ Institutional Areas for sewer connection in plot size of more than 500 sqr. mtr. & above.

The Developing Agencies, before laying of sewer services, are required to get the sewerage scheme approved from the planning circle of the Delhi Jal Board located at Varunalaya Phase-I, Jhandewalan, Karol Bagh, New Delhi-110005.

  1. The Sewerage scheme is to be submitted in five sets through layout approving authority along with the hydraulic calculations and other details as under: -

  1. After scrutiny of the scheme by Planning Circle, approval is conveyed to the developing agency indicating size of sewer connection with G.L. I.L. and connection level at the receiving Manhole of the Delhi Jal Board, Sewer Line, to be made by the developing agency.
  2. The approval is conveyed within 20 days of deposit of proportionate charges if any.
  3. On approval of the scheme by the Planning Circle, the Applicant is required to apply for sanction of sewer connection in the office of Zonal Engineer (Civil) Sewer of the area.
  4. The sewer connection shall be sanctioned within 30 days.
  5. The developing agency is required to lay and maintain the connection and conveyance sewer line upto the Delhi Jal Board manhole/line.


3. DEVELOPMENT CHARGES
(A) RATE OF SEWERAGE DEVELOPMENT CHARGES:

Delhi Jal Board charges sewerage development charges from Unauthorized/Regularized colonies where sewer system has been laid by DJB. However, In village’s bonafide residents of Lal Dora extended area of Lal Dora are exempted from paying the Development Charge. Rate of Sewer development charge for colonies notified during notification period are as under:-

For Colonies Notified prior to 06.12.1999, Sewerage development charges is based on Date of Notification Rate per Sq. mtr. of the plot area
w.e.f. 02.04.1987 Rs. 45.00 with 12% compound interest
w.e.f. 01.11.1990 Rs. 55.00 with 12% compound interest
w.e.f. 05.04.1994 to 05.12.1999 Rs. 100.00 with 12% simple interest
w.e.f. 06.12.1999 to 31.03.2005 Rs. 160.00 alongwith rebate of 50% and 45% for plot size upto 100 Sq.m. and plot size above 100 Sq.m. respectively subject to payment in lump-sum upto 31.03.2006 +12% penal interest in rate every subsequent year w.e.f. 01.04.2006

(B) INFRASTRUCTURE CHARGES:-
Infrastructure charge’ are levied on the developing agencies as well as on the individual owner of plot/property size of 200 square meters or more at the time of approval of water/sewer schemes as per the procedure and by the authority as prescribed in Annexure-II of schedule-III for loading additional burden on the system of the Board. It is calculated on the average daily
Demand of water in liters. Currently, the charges are Rs.48.20/- per liter. However, in case a new building is constructed with four storeyed or on plot size of 200 sq. mtr. Or more, the old connection will not be reopened without payment of Infrastructure Charges.

(C) USUAL CHARGES PAID FOR SEWER CONNECTION: - PLEASE REFER ANNEX. - II OF SCHEDULE -I OF REGULATION.
(D) ADDRESS & LOCATION OF ZRO/ZE OFFICE: - CAN BE SEEN UNDER WATER SECTION.
(E) Always take services of trained licensed plumber while connecting sewer to board line/ main hole.
Please refer your New KNO if applicant is having water connection in the property for which sewer connection in being sought.

4. ATTENTION OF CONSUMER WHEN LAYING SEWER CONNECTION
(A) REGULARISATION OF UNAUTHORISED SEWER CONNECTION

The consumer will have to pay enhanced penalty / charge together with cumulative sewer charges for 3 years as under: -

I. Penalty of Rs.500 per unauthorized sewer connection.
II. Sewer charges as applicable from time to time from respective categories for last three years.
III. Development charges whenever applicable will be recovered in installments.


(b) SOME DO'S & DON'TS FOR SEWER MAINTENANCE

  1. The entire sewage system should be properly ventilated.
  1. Do not dispose off paper and plastic waste in the sewer to avoid blockage.
  1. Joints of sewers should be made water tight, & should be properly checked so as to stop the leakage and dampness in the building.
  1. Never allow any clay, grit, sand, or 'Malva' to go into the sewer, as these things cause Sewer blockage.
